Oracle database is the collection of data treated as a single unit. The main purpose of the database is to retrieve and store related information. Processor licensing is used when the number of users cannot be verified or counted. Web-based applications are a good example of this type of Oracle licensing, where it is difficult to count the number of users. Oracle does not provide processor licensing for personal edition Oracle products.
